Where the work is

The palaces bring a steady flow of visitors who would rather not drive the hill themselves, and the return leg to Lisbon or to the airport is usually the better fare. Away from the tourist run, Cacém, Rio de Mouro, Queluz and Algueirão–Mem Martins are dense residential areas where delivery work and early-morning commuter trips carry the day.

What to know about driving here

The roads up to Pena and Monserrate are narrow, steep and shared with coaches, and in high season they can be closed or restricted to shuttle traffic — check before you commit to a drop-off at the gate. Down in the valley the IC19 is the pinch point in both directions at peak.
